Win32 1.5.1 error: Error retrieving REPORT (20014): Internal error

I'm getting this message from the Tigris Win32 build of 1.5.1, while doing
an "svn export":

svn: Error retrieving REPORT (20014): Internal error

It looks like this message is from line 2301 here:

subversion-1.5.1/subversion/libsvn_ra_serf/update.c

I had "http-library = serf" in my servers file. I commented it out and all
went properly. I had just exported the previous revision without error
using serf. Re-enabling serf and requesting the previous repo version with
-r fails.

The server is running 1.5.1 under Apache and connection is via HTTPS.
