Here's what we have in our Apache conf file:

<Location "/dev">
        DAV svn
        SVNPath /solbright/svn_repositories/dev
        AuthType Basic
        AuthName "svn"
        AuthBasicProvider ldap
        AuthzLDAPAuthoritative off
        require valid-user
        AuthLDAPBindPassword xxxxxxxxx
