inconsistent line ending style error

The "inconsistent line ending style" error occurred while committing an XML file. Is this doing what I think it is doing, modifying content being added to the archive? My expectation for an archiving tool is simple: every bit that goes in comes out in exactly the same state.

Is there a way to ensure that Subversion always follows my rule?
