Just let me do some marketing:
This problem is documented in issue #2560
(http://subversion.tigris.org/issues/show_bug.cgi?id=2560), which has a low
priority, unfortunately. But it would also be essential for other post hook
driven processes, needed e.g. in the write-thru-proxy, see
http://subversion.tigris.org/servlets/ReadMsg?listName=dev&msgNo=131545.

It is a bit annoying because it worked in 1.3.0. It seems that Windows isn't
a first citizen in this special case. Unfortunately I can't fix it myself
(don't know any C), but I could do some tests.
