Subversion doesn't seem to come with iconv anymore, at least not in the
Collabnet branded 1.5.0 version but that alone didn't work (I found
another iconv in some obscure GNU program's install dir). And any idea
what I should set LANG to? I am using German locale but the encoding is
always UTF-16 on Windows (and svn could probably look that up easier
with GetConsoleOutputCP or something along that line).
