New svn:externals format - Does it work with pre-1.5 clients?

I like the new format for svn:externals, but I do have a little
question: If my server is 1.5 and my client is 1.3, does this scheme
still work.

I noticed that the documentation mentioned the word "client" in the
title. I would assume that it is the server that fetches the externals
and that the server reads and interprets the svn:externals format.

So in what situations can I use the new svn:externals format?
