Need to add user rights in command line

From: SaraJo <sara_at_hometownquarterly.com>

Hi, I am using Command Line SVN to administrate my svn server. I have two
users that I added with my install but it doesn't appear they have rights to
add files.

Does anypone here know of the commands I would use to do that? Is there a
reference guide I could refer to?

Thanks so much.
