SASL Listusers Failed

Hi,

I'm upgrading to 1.5 to take advantage of SASL, but for some reason the
sasldblistusers2 command says "listusers failed" Google hasn't been much
help, are there any suggestions? I've done the following on the Windows
2003 server:

Installed Collab.net's Client + Server 1.5.0
Setup new repository
Uncommented the repository's *svnserve*.conf file for sasl and encryption
(min 128, max 256)
Restarted the svnserve service
Setup svn.conf for digest-md5 as suggested in
http://tortoisesvn.net/docs/release/TortoiseSVN_en/tsvn-serversetup-svnserve.html
Setup new user via saslpasswd2, using the repository's uuid as the "realm"
Confirmed the registry keys for [HKEY_LOCAL_MACHINE\SOFTWARE\Carnegie
Mellon\Project Cyrus\SASL Library]
But as I mentioned the sasldblistusers2 command says "listusers failed" The
sasldb file is binary so I couldn't figure out what it contained. What
might be the problem?
