Expected FS format "2" ; found format '3'

I'm trying to install the Collabnet of subversion on Windows Vista Ultimate SP1 - I have tried both 1.4.6.4 and 1.5.0.23 and I have followed the Collabnet instructions - I can install and create a repository in the repository path (C:\svn_repository) created by the install. However when I go to checkout via the command line svn co svn://localhost/reponame I get an error "Expected FS format "2" ; found format '3'"
I have been playing around with TortoiseSVN but was having similar problems so I uninstalled everything and started from scratch. I don't know whether that is relevant.
