The Subversion project does not provide binaries.
Individuals and volunteers do.
The Subversion project hosts these volunteer-provided binaries.
Windows binaries of 1.5.0 appear to be available by going to http://
subversion.tigris.org/ and clicking on "Windows binaries", then on
either "Apache 2.2" or "Apache 2.0" next to "Tigris.org"
Separately, the company CollabNet has produced Windows binaries of
Subversion 1.5 and offered them for download on their own web site.
They are free to put whatever restrictions on those downloads that
they wish, including making you register and log in with a username
and password.
