There are two open feature requests about this:

Allow working copies without text-base:

http://subversion.tigris.org/issues/show_bug.cgi?id=525

Allow working copies with compressed text-base:

http://subversion.tigris.org/issues/show_bug.cgi?id=908

Both issues are marked as "unscheduled" so there is no ETA.

I understand that a rewrite of the working copy code is planned; it
may help with these issues.
