svn merge pulls in revisions before branch was taken

I'm seeing a lot of instances where svn merge tries wants to grab revisions before the branch was made. These revisions do not show up when I do use mergeinfo -show-revs eligible. It happens sporadically and is not consistent, but I have seen it happen when merging to different branches. If I do a record only merge it no longer tries to grab these revisions. Anyone have an idea what may be happening?
