You don't need to add anything or to stop the old repository in order to
run svnsync. That's why it's so nice. Two months ago, I used it to
copy a repository from a host on which I had no access other than
checkout/commit privileges (we didn't have any hook scripts defined, so
I didn't need to worry about copying them). We then brought up the
svnsync copy as the master and shut down the original. Effective
downtime was zero.
