subversion 1.5.0 missing ra_dav?

It looks like subversion-1.5.0-119.3 is missing the ra_dav library.
Also a rpmbuild on the src rpm results in the same missing issue. This
results in. amongst other things, svn complaining about an unrecognized
URL scheme for any repo access using http(s).
Is anyone else seeing this issue and bug report needs to be opened or am
I the only one so afflicted?
