using other diff's (again)

At present, the config file only allows an alternative diff program to be specified; it does not allow command-line parameters to be given (those have to be passed on the command line every time you run 'svn diff', or else you have to write a wrapper script with clumsy references to numbered parameters). And there is no way (short of a wrapper) to turn off the -u parameter.
