Well, it *is* subversion's place to decide which features to support
and which ones not. It also *is* Subversions obligation to provide you
with a stable platform which you can depend on. Implementing the
strictly necessary features is one of the ways of limiting chances at
instability.
If you want tools which have all the features - but get none of them
exactly right - you can always buy MS software.
If you think Subversion is missing functionality, you can always write
your own client: Subversion is just a set of libraries; the actual
code in the SVN client is extremely limited. You could even write your
own client in another language than C: we have language bindings for
Java, Python, Perl, Ruby and Scheme and are willing to accept others.
