Not your typical DAV svn error

I'm having a really interesting time here. See I have svn installed
and working, but I need to make it available via https over my secure
subdomain. svn+ssh is not an option for this.

So I've made sure mod_dav_svn is loaded - the required line is in my
httpd.conf and my phpinfo() output lists it as loaded. Yet, I still
get the "Unknown DAV provider: svn" error as if it's not loading.
Using ldd on the mod_dav_svn.so file shows everything linking properly
too.

Google has not helped much, as all the responses say "make sure you
have the LoadModule..." which is not my error. Does anybody have any
ideas? Here's some useful info:

Subversion 1.4.6
Apahce 2.2.8
cPanel & WHM 11.23
