Thanks for your response. The word "client" was confusing in the package
name when I wanted to install it on a server... However, I don't think I've
seen any Apache modules in that package.
Anyway, Tigris binaries are finally available for download so I guess that
will be the way to go.

I believe there is a binaries-only installer named:
CollabNetSubversion-client-1.5.0-22-win32.zip
Why they zip up the installer, I don't know.
