Let me just follow up to clarify what Mark is saying:

Anyone is free to make SVN binaries for any platform. They are also
free to put those binaries on the Net for download, and they are free to
put any registration form (or lack of same) they want in front of that
download.

When we (the Subversion development community) have reason to believe
that someone's binaries are useful to the community, we link to them
from subversion.tigris.org. So we list certain binaries built by
individual volunteers, and we list the binaries built by
CollabNet... and if you want to make some binaries, well, we'd probably
list those too :-). If someday we have a surplus of binaries, we'll
deal with that problem then.
