svn.exe hangs without prompting for username/password in the absence of a key

Hi,

I first raised this issue on the tortoisesvn mailing list as described
here

Stefan Küng suggested I try to reproduce the problem using svn.exe from
http://nightlybuilds.tortoisesvn.net/latest/win32/ which I did.

In summary, if I run svn.exe against an svn+ssh repository without
having keys setup, it hangs indefinitely. If I run svn.exe against an
svn+ssh repository with keys setup, it runs fine.

This seems to be a change in behaviour from previous versions (at least
of TortoiseSVN) which prompted me for a username/password and allowed me
to proceed.

Let me know if you need any other information or testing done.

I'm not subscribed to the list so please cc me on any replies (I'll
check for responses periodically anyways).
