I'm having the same problem:

svn 1.4.6 on the client
svn 1.4.6 on the server (centos 5.1)
mod_dav_svn 1.4.6
httpd 2.2.3-11

When DEFLATE is commented out, the pre-commit hook errors are
successfully relayed to the client. When DEFLATE is enabled, we get a
409 Conflict when the pre-commit hook rejects the change.

This only occurs for svn commands like:
svn cp URL1 URL2

Normal "svn ci" commands do relay the pre-commit hook error message even
with DEFLATE enabled.

Since we have 2 people seeing the same bug, we can write a bug report,
right?
