svnsynch failed to complete and won't recover

I had a svnsync synchronize command return the following after successfully
committing 1466 revisions.

 

svnsync: REPORT request failed on SOURCE_REPOSITORY

svnsync: REPORT of SOURCE_REPOSITORY: 200 OK (SOURCE_REPOSITORY)

 

 

The mirror is accessed via a VPN.

 

 

The steps I followed:

 

1) I step up a mirror for my svn repository

2) I ran the svnsync initialize command successfully

3) I ran the svnsync synchronize and it began as it should

4) After 1466 revisions the failure above reported.

 

I have tried the following:

- Rerun the svnsync synchronize command

- Restart my apache server for the mirror repository

- Restart my apache server for the source repository

 

Questions:

1) Is there a way to recover from this and continue the svnsync synchronize?

2) What might be the cause for this failure?

3) Is there a way to seed the mirror with a svnadmin dump file? Our
repository has close to 20k revisions at this point, so this is likely a
better option for us, since the svnsync synchronize over the VPN seems very
slow.
