If you'd like to be informed of new releases of Subversion, you can
subscribe to the announce list.

If you're asking about how to configure your repository so that it
sends email when people commit revisions to it, then you can set up a
post-commit hook to call an email-sending script, such as commit-
email.pl which comes with the Subversion source distribution. How to
set this up was just discussed in a thread on the mailing list:
