You can set global _to the machine_ settings in the /etc/subversion
directory, see the second paragraph under the heading "Configuration
Area Layout" on this page:

This has nothing to do with the Subversion server itself, but rather a
shared box that multiple users are using as their host (and goes for
Windows as well as Unix boxes).
