Linux or Windows? Either a "cron" job (Linux) or "scheduled task" (Windows) could be made to do this easily, but are you sure you want to do this? What are you trying to accomplish? How many people may be checking out working copies?

There are many pitfalls to consider, depending on your intended use and purpose, number of people (working copies) involved, etc :)
