svn files

Hi I am new in subversion

My organisation has a subversion server 1.4.6 with webdav on Linux Box.
I have to test a client for the developpers
they use windows Box.
That's why I have done tests:
 import project
create branches,
create tags
....

at the beginning my project contains 3500 files (50 Mb)
after my tests when I checkout a tag of this project I get 11000 files
(119 Mb)

It seems that subversion add 7500 supplementary files!!!!
With Linux box svn client work well (checkout duration :30 seconds )
but when I use Windows box it's a catastrophy (checkout duration :5 min)

I have test a lot of svn client
(svn via cygwin/ subclipse via javaHL/ SVNKIT subversive via javaHL 1.5
/ SVNKIT 1.1.7 )
but unfortunately it's a same issue

So Iam wondering if there's a configuration parameter that I can set to
decrease the
number of file that svn create for each tags or revision...
