Windows installer a bit rude about PATH

Hi,

I'd like to suggest that the SVN Windows installer is a bit rude, in
that it modifies the system PATH environment variable to point at the
install location without a) letting you choose if you want this done
and/or b) letting you know it's going to do that.

Changing the system PATH, especially without warning the user, is bad
form IMO. If prompted, I can provide some examples of where it is a
disruptive gotcha. I don't mind so much if the PATH is changed without
option, I can always change it back, but the installer should at least
let the me know so that I can do that immediately and avert said gotchas.

I would like to file a bug report on this, so comments (especially in
agreement) would be greatly appreciated.
