Windows hook needed?

Hello,
 
I am a newbie to SVN. Recently I installed TortoiseSVN 1.4.8 and SVN 1.4.6 on a Windows 2003 machine for our organization.Everything was successfully set up, except for hook scripts. As I read from the SVN manual, in order to run the hook scripts on Windows, they need to be re-written.
But is it necessary to have hook scripts configured to run? It appears that TortoiseSVN client is able to perform check in/out operations successfully just by itself.
