Permissions question

I have anew installation of Subversion
Subversion version 1.4.4 (r25188).

I thought things were working fine but when I went to do an initial
import into a repository using Tortise I get this error:

Error: Can't create directory
'/usr/local/svn/JEN-HTML-Manual/db/transactions/0-1.txn': Permission
denied

The repository exists (JEN-HTML-Manual) and is owned by the svn user
svn. The group is svn.

The Apache server is running as apache with the group apache. All of
the files in the repository are owned by svn and in the svn group. Do
these files and directories in the repository have to be owned by the
user running Apache? or just i the Apache group. Like user svn belongs
to group apache.
