mod_dav_svn.so error after !svn/bln/0 visited using web browser

mod_dav_svn.so error after http://SERVER/SVN_REPO/!svn/bln/0 visited using
web browser.
Is this a bug? Should I report it?
The procedure to reproduce the error was descripted below.

OS: Windows XP 32-bit with Service Pack 2

1. install Apache 2.0.61 and Subversion 1.4.5(for Apache 2.0)
or Apache 2.0.61 and Subversion 1.4.6(for Apache 2.0)
or Apache 2.0.63 and Subversion 1.4.5(for Apache 2.0)
or Apache 2.0.63 and Subversion 1.4.6(for Apache 2.0)
or Apache 2.2.8 and Subversion 1.4.6(for Apache 2.2)

2. modify httpd.conf:
LoadModule dav_module modules/mod_dav.so
LoadModule dav_svn_module "C:/Program Files/Subversion/bin/mod_dav_svn.so"
LoadModule authz_svn_module "C:/Program
Files/Subversion/bin/mod_authz_svn.so"
<Location /svn>
    DAV svn
    SVNPath C:/svn
</Location>

3. make directory "C:\svn"

4. goto command prompt:
svnadmin create C:\svn

5. restart Apache

6. use web browser(IE or Firefox) to visit http://localhost/svn/!svn/bln/0

7. OS shows an error pops-up: Apache.exe 2.0.63.200 error on mod_dav_svn.so
1.4.6.28521 at 0x0002651d
Error reproduced.
