Auto-props and windows service

How can I enable the automatic adding of properties when the SVN runs as a
Windows Service with svnserve.exe? I've tried setting the file .config in
Application Data folder, but Windows automatically deletes the folder
(svnserve runs with it's own user, which can not log-in as a terminal user),
and using registry keys. But nothing seams to work...
