Cannot remove transaction

From time to time when committing after a merge, I see errors of the form:

svn: Can't remove 'C:\SVNRepos\testRepository\db\transactions\366-1.txn':
The directory is not empty.

Any insights on the cause please? This is Subversion 1.4.5 running on
Windows XP.
