svn merge problem

I'm trying to do a merge as part of a vendor drop and I've hit
hit a problem which has stopped me completely.

I have all the vendor code on the trunk, and my code on a branch.
When I try to do the merge, it will fail at random places with
a "Permission denied" error attemting from the ".../.svn/tmp/..."
directory.

So far, in about 10 attempts, I have had one time where the merge
completed. All of the other attempts failed. Note, once, I got
the failed merge, I did a revert on the complete tree to clean up,
and then I attempted the merge again.

This is on Windows XP, and I'm running SVN 1.4.6 (r28521) on the
server.

Any ideas or suggestions?
