dump and load

I'm trying to verify the validity of our backup process. What I'd like
to do is take the output of an 'svnadmin dump' and run 'svnadmin load'
on another machine. Unfortunately, it appears that it's looking for a
directory structure from the original machine, I get:

svnadmin: Can't open file '/svrepos/format': No such file or directory

Is it possible to do what I'm trying to do?

I'm assuming that there is a way to take the dump and recreate our
repository on a machine newly configured. Say, in the event our
repository server crashes.
