incorrect work with national encoding

Hello,

I have a problem with my Subversion installation. For example, I
create a file with cyrillic (russian alphabet) name in my working copy.
I can add and commit it, but all operations (svn status, etc) show incorrect symbols
instead of all cyrillic symbols.
Subversion 1.4.6. APR_ICONV_PATH environment var is set properly. Default system codepage - win1251
(standard cyrillic codepage)
How to solve this problem?
