Subversion local repositor merging against central repository

Hello list,

is there any possibility to have two subversion. One central repository that is used by all team members of the project. And a local one, that can be used for the local development process and the local versioning?

After having reached a stable version, the local changes can be merged with the remote repository.

I've heard of such a tool but can find using a search machine. I don't want the solution with any exports that removes the Subversion information.
