SVN update problem, skips updates

I'm having a most unusual problem with subversion - svn update is
missing some updates.

1 - people commit on the repository (and I check that using server
tools - ok so far)
2 - svn up on my local copy shows 'now in revision XXX' - the same as
the last revision BUT it doesn't 'bring' the latest changes
3 - 'svn up *' then bring the latest changes (U file.txt kind of stuff)

This problem is intermittent, and difficult to reproduce, I tried
checking the following:

1 - server FS is ok
2 - svnadmin verify is ok
3 - checked permissions, svn properties, etc, apparently everything is OK

Any ideas of how to trace the problem, leads, etc??
