I found this page and site that links to an all-in-one package for hopefully what I wanted

I'm using this as a working template for the various configs to achieve what I want. I've already got the basics of Apache/LDAP authentication working for a www site, and tomorrow will focus on the svn authentication and whether or not I can get sub-folder authentication in there too.

Will also checkout visualsvn too, if it has support options then that might be viable too.

It looks like they charge for the Visual Studio client. For the server, they package an install of Apache, SVN and their management console (mostly already written by others). They are not doing much at all with the server part.
