Oh, CollabNet isn't standing in the way of this -- some Subversion
developers work for CollabNet, but decisions about what gets done fall
to the development community as a whole, and it's a question of who has
time/desire to do what. In other words, CollabNet could make this a
priority, but then again, so could any other person or organization
willing to pay for it.
One thought I've been having is that a feature bounty might be good,
using a "fund and release" collective pledge system such as
fundable.org, strayform.com, etc. (Been thinking about that for 'svn
obliterate' support too.)
Someone would have to go through the effort of scoping the task a bit,
organizing the pledge drive, publicizing the bounty in places where
potential developers lurk, etc. But that's not a huge amount of work,
and it seems like you care about this issue a lot, so maybe you'd be up
for it?
Best,
