subversion access via both apache and svnserve

Hello,
    If this is a beginner question my apologies. I was wondering if it was
possible to set up an svn repo in such a way that clients could access it
via either svn using svnserve or apache depending on what was available? My
issue is in getting the two methods to cooperate with filesystem permissions
and getting the same access for both?
