Hi Steven,

Unfortunately there isn't a "simple" answer for the task you want to
perform.
You need to a dump and filter out the files you want to leave behind
then rebuild the repository.
It is doable, and depending on your skills / knowledge of SVN might even
be considered straight forward.
Check the FAQ - I know I saw it there while doing some earlier research.

Looking forward, a little, there is an ongoing discussion (started
around 2005 - I think) about how subversion might be able to handle the
permanent deletion of a file from the repository; "svn obliterate".

Nearly everyone agrees it is a worthwhile function, but for various
reasons - it has yet to make onto the production line.
I am currently collating all that I can for this request, use cases,
drumming up support etc.

I'm hopeful, we might get a dedicated branch for obliterate after the
release of subversion 1.5.
