RE: FS Format Version Mismatch

I've done a bit more investigating. I've tested a number of different
versions of SVN against my problem repository. Results as follows:-

SVN Ver | Response

1.4.6 Expected FS format '2'; found format '3'
1.4.5 Expected FS format '2'; found format '3'
1.4.4 Expected FS format '2'; found format '3'
1.4.2 Expected FS format '2'; found format '3'
1.3.2 Expected FS format '3'; found format '5'
1.3.0 Expected FS format '3'; found format '5'

What is confusing is that the latest svn says it's looking for '2',
but my repository reports a version '3'. Newer?!

I think there are two version numbers: one for the svn schema, and
the second for the fsfs format. 1.3.x reports a discrepancy between
the svn schema version. And 1.4.x reports a discrepancy between the
fsfs version. Is this correct?
