Isn't this where you'd use revision graphs? TortoiseSVN has this
built-in, and on the command line you can use

http://svn.collab.net/repos/svn/trunk/tools/client-side/svn-graph.pl

Admittedly, revision graphs are dog slow, but I don't imagine needing
this feature very often either.

Of course copies-as-tags fails in the "what tags apply to this file?"
scenario.
