Thanks for the enlightening feedback. Here are some updates from my now
more enlightened testing.

1) Erratic Behavior -- It turns out the erratic aspect of the behavior
seems to be mainly due to the "skip-deltas" algorithm which was
exacerbated by my committing an initial version (0) of the file which
was empty. So revs 1, 2 and 4 were all full-sized.

2) Impact of Window Size -- I did some testing varying the window size
from the default of 100KB, to 1, 10 and 100 MB. I'll post those results
shortly with a more appropriate subject line (Impact of
SVN_DELTA_WINDOW_SIZE on large files with small differences).
