SVN Administration

I have a situation where I would like 2 or more developers working on the same project, however one of the developers (a non-programmer) will be limited to ONLY certain files.

Take an asp.net C# app for instance ... i would like the programmer to have access to all files, however the designer when they do a check out should obtain everything but *.cs files for instance ...

Doesn't appear to me to to be an easy way to do this .... i know you can set permissions per file and if that user doesn't have that permission then the file will not check out (essentially download into the working folder) for that person ... but that is daunting if you have a ton of files ...

I guess I am looking for a wild-card approach
