Hooks scripts

Hello all!

First of all - sorry for my english. :-)

Our developers aks me to one some feature:
They what to deny commit without a comment. Only commit with comment
accepted. As im understand for this im must use a hooks scripts.

Can some one help me this it or give a link to some information for how
to manage a hooks scripts?
