I agree that installing from zip is easy, but one use for installers
is software audits.

Applications installed using windows installer are more easilly
monitored (remotely or locally) as their details (location, version,
et cetera) reside in a database. The alternative is a manual audit or
some automated directory scan and file analysis.

Not sure why you put the version in the service name? This implies you
delete the service and re-create the command with new version details
for each upgrade? Now that creates more work than just using an
installer ;-)

FWIW, I also prefer running the svnserve service under the Local
Service account rather than the default System account in case of any
unknown exploits floating around.

There's plenty of good content in the TortoiseSVN documentation, and
they are receptive to patches.
