Strange Authentication Issue

I'm experiencing a strange issue that I just can't seem to figure out. I
have Subversion 1.4.6 installed on a Fedora Core 3 machine with all of the
repositories my company uses. Development is done on Windows XP machines and
submitted through ToroiseSVN 1.4.7.

The strange thing is I have one user and only one who is not able to be
authenticated to any repositories he should have access to and can't even
browse the list of repositories via a browser. I even removed the user
from the svn-auth-file of one repository and re-added them, still no luck. I
then tried to re-add them to the svn-auth-file with a different username and
still the same results. I've had them try to browse the repositories and try
to connect to just 1 repository from a different computer and each time they
are always prompted to enter their credentials and are never able to
successfully get authenticated.

Has anyone ever seen this and more importantly does anyone know how to
resolve this? Again this only happens for one user.
