They work fine in several basic tests (using the svnlook.py example
script). If they are failing in your setup, you'll need to provide
more info or do more investigating yourself -- I'm not familiar with
trac or xampp.

It is possible the error you are getting is due to old versions of
shared libraries hanging around on your system and being found in your
PATH before the newer ones shipped in the bindings (libeay32.dll and
ssleay32.dll are a common cause).
