It's possible. Frequently people will have issues with on-access
scanners locking files that Subversion needs to work with for an
excessively long period of time, causing Subversion to fail with this
or similar error messages.
Disable your AV while doing the import, or tell it to ignore this temp
directory and all .svn directories to see if it's the culprit.
